    1) Should I use Intimidate or Flash Fire with this Arcanine?

    Arcanine@Life Orb/Muscle Band
    Adamant
    -Howl
    -Flare Blitz
    -Thunder Fang
    -ExtremeSpeed
Each trait has its advantages, but I don't know which to go for.

    2) Which would be a better 4th move for this Meganium?

    Meganium@Leftovers
    Bold
    -Substitute
    -Energy Ball
    -Aromatherapy
    -Synthesis/Leech Seed
Because, with Synthesis I could sub down and trigger Overgrow, and control when I recover, whereas Leech Seed is just great for annoyance but Overgrow won't be on for long.

I would personally choose leech seed, since you really need sunny day in effect to get the best out of synthesis otherwise it is a waste of an attack.

If your team is constantly swapping out then go for intimidate as that extra lowering of attack could save you the game as with leech seed.

At the end of the day though it is a matter of choice but that is what I would go for since fire moves aint that common.

on Arcanine, no matter what the situation, you should always consider Intimidate. the problem, however, is deciding what you want to do with Arcanine. you can either give it choice band, choice specs, or go with a mixed set.

    Arcanine @ Choice Band
    Naive/Naughty Nature
    Ability: Intimidate
    252 SPD/252 ATK/4 HP
    -Flare Blitz
    -Extremespeed
    -Crunch/Thunder Fang
    -Overheat/Thunder Fang

choice band + extremespeed is a great combo. the reason why i gave you either option of having Naive or Naughty is because arcanine really isn't fast enough to do any straight on damage, which is why it does most of its damage on the switch. Overheat is vital for doing damage to defensive walls like Donphan, Gliscor or anything that has superior defense but bad special defense.

    Arcanine @ Choice Specs
    Modest/Timid Nature
    252 SP ATK/252 SPD/4 HP
    -Overheat
    -Dragon Pulse
    -Hidden Power Fighting or Ground
    -Flamethrower/Will-o-Wisp

you basically bring it against something like skarmory and fire away at whatever switches in. will-o-wisp is for pokes who keep walling arcanine's attacks on the switch. even blissey doesn't like getting burned.

the mixed set should be Flamethrower/Dragon Pulse/Exremespeed/Substitute.

now here's the best you can do for a Meganium:

    Meganium @ Enigma Berry/Leftovers
    Bold Nature
    252 DEF/252 HP/4 SP DEF
    -Energy Ball
    -Counter
    -Synthesis/Light Screen/Protect
    -Aromatherapy/Safeguard/Leech Seed

the main idea: abuse counter. meganium is like the perfect poke to use counter. after you use Counter once, ice beams and flamethrowers will come its way, so leech seed + protect gives it some staying power with stalling right before you find the right time to switch something more suited to sweep. if you just want to use Counter once and then use meganium as support, light screen + safeguard/aromatherapy is good stuff. otherwise, protect + leech seed + counter is veryt promising.
