4th Gen Arceus Iv's

So I just learned about iv's and am really trying to get more into competitive pokemon and was wondering what you think of my TRU Arceus and its Iv's that I decided to keep. I wanted it to be a pretty even spread but still have good sp. attack because of the event moves and judgement.

(It's also nuetral nature)

Hp-21
Attack-12
Defense-30
Sp. Attack-30
Sp. Defense- 26
Speed-25

What do you think?

(on a side note how much into the game would i have to be in Heart Gold to transfer pokemon from Platinum?)

If I'm correct Arceus isn't allowed for competitive battling so it wouldn't matter what its IV's are. All legendary plus the 5 pseudo-legendaries are not allowed for competitive IIRC rightly
