4th Gen Are there any completely useless pokemon?

Qwilfish is alright, he goes good w/ my water team, but poor him he's outranked by tentacruel (cruel isn't he? :D)

And all you picking on bidoof, or zigzagoon or w/e, i find him pretty useful to me as an HM slave
