are there any tools for making bmp/png images into tile sets?

    hello! I've been working on a pokemon rom hack and for the life of me I cannot find any tool that turns an image into a tileset. I'm trying to make the title screen and when I do it myself I mess up somehow and unLZ GBA doesn't let me use it. I really need some help because I would really like for it to look nice with a proper background.
     
    I've used TileHelper Advance by int recently, and that's been helpful for .png files at least. Check it out perhaps
