1% chance is tiny, so :\ You've got as much chance finding those as finding a Haunter in Pokemon Tower, pretty much very little.

What'cha need it for?
 
If you need something for Brock (as I am assuming you do since Nidoran male learns Double Kick), then I would advise using Mankey over it. Otherwise, you can find it a little later in the game.

There is a Nidoran trade in that 'House' just down from Cerulean ("Misty" City).
It should be a Nidoran (f) that you need. She sends you the opposite.

Otherwise, with access to FOUR ISLAND, grab a Rattata and Daycare it with a female Nidoran. Some Egg from this pairing should net you a
Nidoran male.

NOTE: Only FEMALE Nidoran is able to make Eggs. Nidori-NA and NidoQUEEN are unable. Nido boys can only Ditto or Nidoran (f) for Nidoran (x).

Yes. Mankey from Route 22 works for BROCK.
But how would one utilize a Nidoran against BROCK if the stupid kid drags
you off to Pewter Gym?
 
The route right before the Pokemon League has wild Mankeys. They are only level three or something, but it's still a Mankey. Also, while you're there, you can battle your rival for some more xp.

EDIT: Just checked the specific routes, and they are routes three and four. Wild Mankeys are common there.
 
I just wanted to know if they are really there, or if I'm just chasing shadows.
They are definitely there, as I have caught a few there. I will say that it is definitely 1% though. I got 1 the first 100, 2 the second 100, and 1 the third 100.
 
In the entrance to the Underground Pass, there is a little girl who trades the Nidoran that is common in your game for the Nidoran that is common in your game, it will be at the same level as that you trade her, and have random IV's and Natures, No Held Item, and (i think) no EV-Training.
 
Ok a 1% chance of finding a nidoran (m) let me do some maths. The chance of finding it at least once in N number of pokemon is C and
C = 1- (99/100)^N by rearanging this i can find the number of times you must look to have a certain chance of finding it.

10 % = 11 times 60 % = 92 times
20 % = 23 times 70 % = 120 times
30 % = 35 times 80 % = 160 times
40 % = 50 times 90 % = 230 times
50 % = 68 times 99 % = 459 times

a 100 % chance of finding it would require seeing an infinte number of pokemon so stick with it, it will turn up sooner or later
