Ash's Pikachu

has anyone else noticed that Pikachu is a legend and therefore should be strong and plus Ash has had it since the start so it should be level 100.

But whenever he starts a new region it seems so weak and a caterpie could thumped it with string shot.

It's like Pikachu goes back down to lv 5 when he starts a new region

Yes, Pikachu's level is truly a mystery,
it sometimes seems to be very powerful (beats a rhydon sometimes), and then loses to a pathetic pokemon!!
it's really weird!
