    where on the fourms can you post a request for someone to make a banner for you just wondering
     
    That would be the Graphics & Photography board, which you'll find [here]. You'll have to look through the available shops shown and make a request fitting the owner's format. There is also the Graphics Giveaway Thread there which you'll notice is a sticky. You can claim tags, banners, or icons that haven't been claimed there as well.

    With all, you must make sure to give credit for who made your banner though.
