I'm really lousy at computer drawing. I'm fairly good at using pencil and paper, but I cannot control the mouse very well for the computer...I have a rollerball mouse with a bottom and top button for the left and right click functions respectively. Anyone have any suggestions on how I can improve? One thing I think is peculiar, is when I saved the puppy in jpg., it changed the colors, but the png. kept it the same. Is this usual?

PNGs and JPGs are different types of image compression. By default, images are Bitmaps (BMP), which aren't compressed, and therefore of a generally humogo-gigantic file size. JPGs are images that are compressed with JPG compression, which makes images slightly blurry but decreases the filesise substantially. This sort of compression isn't very good for small MS Paint images with limited colors, because it blurrs it noticeably. JPGs are very much more well-suited for photographs and such.
If your image needs to be transparent and/or is under 256 colors, like your dog image, you're most likely to want to save it as a GIF. However, MS Paint is very unintelligent when it comes to compressing them, so if it makes it look uglier, you'll want to find a different program for using GIF compression.
PNGs are ideal for high-color images that look ugly when JPG compressed. They're not quite as small as GIFs or JPGs, but they're a lot smaller than PNGs.

Thanks, Maya. :) I had trouble with the shading on that one. The little boy w/ the tooth missing's shading is absolutely attrocious! It's hard for me to look at my own work 'cause I'm my own worst critic.

Yeah, the guy is pretty scary looking...it's actually supposed to be a 6-year-old kid smiling real big to show off his missing tooth. I'm so bad at drawing on the computer...I wish I had a scanner so I can scan in one of my drawings and touch up from there! I wanted the bunny and puppy to be sprite-sized... I'm trying to build my skills up to do pokemon sprites...not there yet lol... here's the evidence:
