surf
ice beam
earthquak
brick break

Can it learn sheer cold and mind reader? shadow ball or crunch?
what nature would be the best against psy pokemon ?

Surf
Ice beam
Earthquake
Curse/ Counter
Counter for Emerald, Curse if you want to breed

No, it can't. Why would you want to use Mind Reader + Sheer Cold anyways? It's cheap and shows you have no skill as a trainer.

No it can't, and even if it did, they wouldn't be good choices.

what nature would be the best against psy pokemon ?
Don't use Swampert against Psychic Pokemon. Use Blissey, Snorlax, Regice, Houndoom, or Tyranitar against them.
