Unfortuanately, Shinji (Paul) already has one. This makes me sort of doubtful that Brock'll ever get one, unless Paul abandons his...

Anyway, Brock hardly used Mudkip in Hoenn and didn't even get a Swampert in Battle Frontier. That's why I think Brock should be banned from starter Pokemon. Now they always evolve and since Brock hardly battles, we'll hardly ever see it or its final evolution.

No. Hikozaru isn't going to be another Shinji throwaway. If given to Brock, it would sit in it's ball for the remainder of the D/P series. The writers may be illogical at time, but they aren't stupid.

Paul needs teh character development from Chimchar, that he won't be able to get from any of his other Pokemon, except maybe Torterra because it's probably been with him the longest.
