4th Gen Budew wtf..

    ok I put Budew infront of my party. Used him alot gave him alot of items. I been doing it since he was at lvl 6 hes at lvl 20 now and still hasnt evolved. How else can I make it happy?
     
    It has to be in the morning I think.
