Building decks; mostly for Practice

    So, as I'm trying to learn how to play... I figure I'll build a few decks to use for practice. My brother already said he'd play with me so we can both get the hang of it; so, I have a practice partner. Well, I wanted opinions on the decks. Most of them are old cards; however, there are a few new ones thrown in there. They're not much and I pretty much know they need a lot of editing- but, they're just until I can get better cards. That's why I'm posting here- so I can know what cards to try and get. Well, one is /mostly/ water based and the other is /mostly/ normal based. As those are the two types I have the most of.

    This is my mostly normal based deck (it also contains rock/ground/fighting Pokemon and Psychic/ghost Pokemon):

    I'm thinking the decks might need more potion cards... I have more potions... but, I need an idea of how to fit them in. So, ideas? Also, I have the Flourish deck. I'd make a list of what's in there- except, my fingers are tired enough after typing up the list i just made. XD But, if you know the deck- any ideas of what I can switch into it are more than welcome. :3

    Also, I have a question regarding a Promo Marill... my Marill is a promo card... but, I can't remember what for. Anyone remember what the promo Marill was used for? It looks like this one:
