Cacturne EV help

Hello, everyone. I'm working on a Sandstorm-themed team and I was wondering how I should spread EV's on a timid Cacturne with the following moveset:

• Spikes
• Teeter Dance
• Leech Seed
• Double Team

I'll already have a Sandstorm brewing due to Tyranitar or Hippowdon, so Sand Veil (and Brightpowder) will make it difficult to hit. I'm wondering whether to focus on speed to get Teeter Dance in quickly or defense. If I focus on defense, I'm pretty sure I can get defense stats at about 200. I'm also considering replacing Double Team with Sandstorm in case my opponent changes the weather. Ideas are muchly accepted!
