3rd Gen Can't get into Saffron

Hey I'm having trouble getting into Saffron city in Pokemon Green. I've done everything I need to and I've moved on to get the Volcanobadge. I have the water in my inventory and everything but they won't let me in. Someone please help!

In Celadon, there's a building, and on the first floor, there's an old lady with some pokemon. She gives you tea if you talk to her, and you give the tea to the guards.

u have pokemon GREEN!!! that game is only in Japan. or do u mean pokemon LEAF green????
