Does it really matter which it is? It all comes down to two methods in the end: get the Aurora Ticket from a Nintendo event or cheat.

The Pokemon Rocks America Tour gave our the Aurora Ticket, but I'm sure the tour is done by now.
 
Simon speaks the truth. You can only get Deoxys those two ways, and only those two ways.
