2nd Gen celebi?

Can I catch a celebi in G/S/C by this method? (I was searcheag in google and I find this)

How to get celebi: first u have to have all sixteen badges.
Then go to an comunication center and talk to every one and someone will give u an gs ball.
Third go to ilex forest in Azela city in jotho .
Go to the forest shrine and insert the gs ball and celibe would appear in battle and catch it.

yea only in japanese crystal I think. Cause in crystal of japan the grandaddy of gts replaced the pokemon center of goldenrod.

Thats only in the Japanese Version.Now, i think you have to use a game shark.
Don't ask me for the codes, I don't own a Game Shark.
