Is it possible to turn other Pokemon to different types like sandshrew and vulpix, i cant remember which npc but one of them said something like that if you hatch a pokemon in a certain area it can change the type of the pokemon? I have tried with an egg from charizard on a snowy mountain but it didnt work. Could it be true some other pokemon?

It seems like Pokémon hatched or caught in Alola will automatically be or evolve to their Alolan forms, no matter what you do. Likewise, if you want a non-Alolan form, you have to transfer it in from a different region.

Can't say I've heard about hatching locations changing Pokémon types, but I've taken a break from the last few generations, so...

No, you can't change the type of a Pokemon on where it hatches. I think they were just referring to the Alolan forms and how they evolved to fit into Alola.
