Changing Shiny Odds?

Hi everyone, I am new here so I'm not sure if this is the correct place to be posting this but I hope you can help me.

Recently I have been enjoying playing through the DS Pokemon games for nostalgia's sake. I have been using the Universal Pokemon Randomizer (mainly to fix impossible evolutions as I am unable to trade) and that tool is great but there is one thing I wish it was able to do and that is change the rate at which shiny Pokemon appear. I just thought it'd spice things up a bit, personally I wouldn't make the odds too high but just enough that you might see a shiny every couple hundred Pokemon or so rather than once every 8000 or whatever the rate is normally. Or maybe guarantee that your starter is shiny or something. I'm not sure why this never got implemented but maybe it's more complicated than I'm thinking.

I've looked around briefly for some method of making this happen but haven't found anything. If anyone knows if there is such a thing would you please let me know?
