on Emerald rom hack, I want to change the OW palette, what tool I need and how to do that?
(is it NSE or OverWorld Editor - RE)
NSE doesn't support Emerald or maybe it does, Idk but I can't seem to change the OWs in NSE
OverWorld Editor - RE I'm failing at importing the palette or the OW, it says invalid in both of them.
any help will be appreciated! :D

Just use something like mspaint to get your new 16-bit image then go to IrfanView and index it down to 16-bit and save it as a bmp image I believe and then it should insert with your new palette
