    does anyone have any experience with this? im interested.

    Starmie @ Choice Scarf
    Modest
    252 SAtk/252 Spd/4 Hp
    -Surf
    -Ice Beam
    -Thunderbolt
    -Psychic

    does this work?
     
    Choice Specs are better on that set. Starmie can already outspeed most things.

    Choice scarf is usually used on pokemon with mediocre speed, since nobody expects them to be fast and yet it surprises faster pokemon by outspeeding them and knock them out. Starmie is already one of the fastest pokemon around so there aren't a whole lot of pokemon it can surprise, and without that you're basically outspeeding people you normally outspeed anyway, but now you're losing the versatility to use different attack moves.

    For the reasons stated above, Starmie would be better suited for Choice specs, if you're going to use a choice item. I personally prefer Leftovers.

    jolteon doesn't need choice items. the fact that there are so many ground types and electiwire make choice items a bad idea. Imagine using choice spec tbolt on a claydol, now all of a sudden you've wasted a turn and you have to switch out while claydol sets up stealth rock on your team. jolteon needs versatility.

    i wasn't planning on using a choice item on jolteon.... but thanks for replying
