[Graphics] Could most palettes be shared?

    I'm wonderin' about this most games have been made to change to certain palettes if hacked and I don't know if there's a way to hack it to be two different colors....like this right here

    Take a look via the attachment to know what I'm talkin' about I'll get the GBA dr. Mario hack title screen and the right side is blue including the heart.

    I've tried many tricks and what not....so if this is like pokemon how I can hack palettes so it's different stuff?
