Is evolving golbat the same as in FR/LG. meaning that no matter how happy he is i can't evolve him until the national dex?

No, Crobat's part of the Sinnoh Dex, so as soon as it's happy enough, it'll evolve when you level it up.

I've even evolved my WiFi traded Eevee into a Espeon without the National Dex :)

I've been waiting on my Golbat evoling too.. Getting quite restless.

And martijn, is that true? You got an Eevee without National Dex? I hear so much about Eevee's not being obtainable till after Elite 4, sigh.

You can get any Pokemon before you get the National Dex through wifi trading. So if someone trades you an Eevee, then you can have it without the National Dex. But otherwise, in order to obtain it in-game, you have to have the National Dex.
