2nd Gen crystal ?

In order to catch Lugia, you talk to the old man in Veridian to get the Silver Wing, then go through Whirl Islands for Lugia.

For Ho-Oh, you need to catch all of the Legendaries in the game. The ONLY way for Ho-Oh to appear is for you to capture all of the Legendaries in your particular game. Trading does not count. They must ALL be caught, and not killed.
