You can't evolve new pokemon without the ???????? ???. That's a Clue if you get both the question and this clue you get double the points!

I don't think Eevee evolves without stones in FR/LG. I think u need to trade, not sure.

Dragonnite learns outrage at level 61. Its last move is hyper beam. Dragonair learn wing attack when it evolves into Dragonite. If you are talking about in dex, yes it can control the weather. But if you're taliing games then it has never been seen.
