Distinguishing Between Tiers (A Discussion Thread)

Here we discuss pokemon we believe are too broken for the OU metagame, or pokemon that should be moved down from Uber to OU, OU to UU, UU to NU et cetera. Currently on the criteria list:

• Garchomp - Is it Broken in OU?
• Wobbuffet - Should it have moved to OU?
• Lati@s - Should they be allowed in OU without Soul Dew?
• Swellow - UU or BL for this mighty bird?
• Sneasel, Kadabra, Haunter, Scyther - Should they be allowed in UU?

Please, offer an opinon under a basis. Don't just give a comment such as "OMG! Garchomp is easy to beat, a Magikarp could do it!". This does not help in the slightest. This is a thread to discuss which pokemon belong in a certain tier, if they overbalance the tier, or are at all too large a threat.

Please offer other pokemon to be put up for discussion.
