    If anyone could tell me the likelihood of Dizzy Punch confusing the foe, it would be much appreciated.

    I think it's 20% like Water Pulse...So don't count it for the confusion part...
     
    Twenty per cent? That all right, but it's not spectacular. I guess Kangaskhan will have to stick with Return. If it was thirty percent, I may have considered using it.
     
    Yeah Dizzy Punch is quite useless... should be much higher, like 30% is a minimum. It's a rare move, so I don't see if there is a problem if it's even 40%. Plus Kangaskan can always use a buff or two ^_^
