4th Gen do events remain on the cartidge after file deletion?

hi, im asking this, since my brother is giving me his heartgold, and has the winner's path event unlocked, but since his team is so weak, i was going to restart. will i still get the event, or is it gone forever if i reset?

If the event Pokemon is already saved in the game it will be deleted when you restart it. Is that what you're asking?

not exactly, the event item, like the ability to go to winner's path, will i still be able to go there on a fresh file?

No it won't. You will have to get it again.
