Do the gym leaders get harder?

I don't find the Gym Leaders hard and especially in GenI, you could finish the whole game with only your starter but that changed after GenII.

I found all gym leaders easy (except 3rd gym leader from generation II) I couldn't stand Whitney's Rollouting Miltank (I think many people had this problem)

I've always found the earlier leaders more difficult than the later ones. It's just a bit more difficult at the beginning when you don't have a lot of places to train, don't have items for rematches, and little money for items.
