Wellm it would have to be for lower tiers since it can't last in OUs with its 4x weaks to EQ and fighting moves. that might be obvious, but I thought I'd point that out ;)

Well, it's rarely seen because of these downfalls, but it's not that bad if you know how to get around its weaknesses.
