Does Lapras get Heal Bell in Pokemon X from the move tutor?

Taking a quick look at Serebii, it looks like Lapras can't learn Heal Bell in X/Y, and can only have it if transferred from a 5th gen game. And for future reference, if you have any questions like this, please ask them over in the X/Y Quick Q&A thread, as Pokemon General doesn't deal with game-specific questions.
