3rd Gen Don't you get the original starters?

Some people say you only get the Johto starters in Emerald.
I went to gamefaq the other day and it read, once you beat the Battle Frontier you will have the choice of Charmander,Squirtle, and Bulbasaur :\
Note: It doesn't matter to me since I have all three from breeding and trading with friends....

I heard you get the Johto starters from completing the HoennDex

I'm so confused :( :( :dead: :dead: :( :(

To get the Johto starters you must get all 200 hoen pokemon first.

Adding to that, you can only choose one out of Chikorita, Cyndaquil, and Totodile.
