Question: Dots Underneath, Words On Top

Hey, i have a really noob question (sorry >.<)

ive seen this in signatures, and it would really help me out. There are words, and they are dotted underlined, and ehn i scroll over them, a new little thing pops up saying more stuff. gah. its hard to explani. help? x3
