4th Gen Dumb Question: The IV Judge in Pokemon Pearl

Hi.
A fast and dumb question.
In my SoulSilver cart, the Stats Judge is in the Battle Tower, near to the PC.
Im my Pearl cart i just can't find him.. is he in the game and i can't see him or Nintendo put it in just in following games like Platinum?

but he should be there in pearl.
