I've realised that in the pokemon games they spell defense wrong (or different to England/UK) We spell it Defence.

    Anyways. please rate my team!

    Teach Typhlosion Focus Blast
Replace Sneasel with a Jynx or something that is better suited for Special Ice type moves.
Replace Ho-Oh with a Water type
    Train Dratini.

Your biggest issue is your Pokemon's levels. Only 3 of them have any sort of chance against the E4. Get them ALL to around 45-50 and you'll do a whole lot better. In the meantime, I'll try to help you out with your movesets. My comments will be in BOLD:

    Typhlosion Lv. 57
    Hyper Beam
    Swift
    Blast Burn
    Eruption

Just no. Recharge moves like Hyper Beam and Blast Burn are bad. That turn it takes to recharge could hurt you. You'll be much better off with something like this:
    -Flamethrower
    -Swift
    -Focus Blast
    -Shadow Claw
Flamethrower is the most useful Fire move you have as it has more PP than Blast Burn and Eruption, and Focus Blast hits rock types, which Typhlosion has difficulty against. Shadow Claw is for type coverage. If you don't want to use Shadow Claw and Swift, you could always go with a Sunny Day + Solarbeam combo. Solarbeam hits all of Typhlosion's weaknesses and doesn't need a turn to recharge with Sunny Day active. Sunny Day can also power up Flamethrower.

    Togetic Lv. 31
    Yawn
    Fly
    Sleep Talk
    Shadow Ball

You'll be much better off if you evolve this into Togekiss once you get your hands on a Shiny Stone. If you have 2 Nintendo Ds's and a Shiny Stone in a D/p/pt game, then trade it over. Togekiss has all-around better stats. Try the following moveset for Togekiss. Or Togetic if you can't evolve it:
    -Water Pulse
    -Shadow Ball
    -Fly/Air Slash
    -Roost/Return
Water Pulse hits the Toge's rock weakness, and Roost can help to heal damage. Shadow Ball is alright, and Fly is a pretty good STAB move, but as a Physical move, Fly is weakened by your Togetic's Modest nature, which rasies Sp.Akt. Fly won't be as powerful. If you do evolve Togetic, use the move deleter to delete Fly, then teach Togekiss Air Slash by using the move tutor in Blackthorn. Alternatively, use Return over Roost if you want to teach Ho-oh Roost. Return is stronger than Strength when at max happiness.

    Ho - Oh Lv. 52
    Extrasensory
    Fly
    Fire Blast
    Sacred Fire

Ho-oh is a much better phyiscal attacker, so Fire Blast and Extrasensory won't be much help. Try the following:
    -Sacred Fire
    -Earthquake
    -Fly
    -Steel Wing/Roost
As before, Sacred Fire is your best attack here. Earthquake is an awesome power move and destroys Electric types, so teach Ho-oh that once you get the TM. Fly is a secondary STAB move and Steel Wing can be used if you elect to teach Togekiss/Togetic Roost. Be sure to have Ho-oh learn Recover later on, however.

    Raikou Lv. 40
    Roar
    Quick Attack
    Spark
    Reflect

You probably won't get Raikou much over 50-60, until after you beat the E4, but you can try getting it the following moveset:
    -Calm Mind
    -Thunderbolt/Discharge
    -Crunch
    -Shadow Ball/Thunder Wave
Thunderbolt is the ideal move here, but if you don't want to waste time getting the coins from the game corner, then Discharge is usable. Calm Mind boosts your special and Thunderbolt/Discharge's power, although I'm not sure where you can get the TM. Shadow Ball can be good here, but since you already used it, try Thunder Wave to slow down opponents. Crunch can be used for type coverage.

    Sneasel
    Ice Beam
    Icy Wind
    Slash
    Blizzard

Since Sneasel's a better physical attacker, Ice Beam, Icy Wind, and Blizzard won't be as effective. You don't need 3 Ice moves anyway. If you can, try to evolve Sneasel as Weavile is much better all-around. And try the following moveset:
    -Faint Attack
    -Brick Break
    -Ice Punch/Avalanche
    -Swords Dance
Faint attack and Ice Punch are your main STAB attacks, but you can use Avalanche if you can't teach it Ice Punch before the E4. Brick Break hits Steels and Rocks, both of which it's weak to. A Swords Dance or 3 can increase your Atk stat, giving you critical OHKOs when you need them.

    Dratini Lv. 15
    Surf
    Thunder Wave
    Twister
    Dragon Rage.

You REALLY need this to be a Dragonite if you want it to be any help against the E4. This is the moveset I use on my Dragonite:
    -Dragon Dance
    -Dragon Claw
    -Fly
    -Thunder Punch/Aqua Tail
As with Sneasel's Swords Dance, Dragon Dance raises Dragonite's atk, and Dragon Claw and Fly are STAB. FYI, Dragon Claw can be won through the Goldenrod Store Lottery. Thunder Punch hits water-types that have been taught Ice Beam. If you can't teach it Thunder Punch before the E4, then Aqua Tail a decent replacement.

Your movesets do need some improvement, but as before, your biggest issue is your levels. Do some serious leveling on everything but Typhlosion and you should be good to go.

Umm.... I didn't have much trouble with the E4, but I think you should do some SERIOUS training.
