In RBY, what effect does getting a badge have on your pokemons stats? Like, when you beat Brock, he says your pokemon's attack stat will be increased. How does this work? Does it raise it for all the Pokemon? Does it just give more EVs? What does it actually do?

I believe that it gives all your pokemon in the party 10 evs in whatever stat they say it will boost. Some one correct me if I'm wrong, but I think that that's the answer.

I think that sounds about right Mr. Person. That would effectively be like giving them a Protein each using the example of Brock.

One does not have to run far to find this information.

    Boulder Badge
Enables the use of Flash outside of battle and increases the Trainer's Pokémon's Attack stat.

    Cascade Badge
Enables the use of Cut outside of battle and forces all Pokémon up to Level 30 to obey the Trainer.

    Thunder Badge
Enables the use of Fly outside of battle and increases the Trainer's Pokémon's Speed stat.

    Rainbow Badge
Enables the use of Strength outside of battle and forces all Pokémon up to Level 50 to obey the Trainer.

    Soul Badge
Enables the use of Surf outside of battle and increases the Trainer's Pokémon's Defense stat.

    Marsh Badge
Forces all Pokémon up to Level 70 to obey the Trainer. Its additional effect in Pokémon FireRed and LeafGreen is the enabling of the use of Rock Smash outside battle.

    Volcano Badge
Increases the Trainer's Pokémon's Special stats. Its additional effect in Pokémon FireRed and LeafGreen is the enabling of the use of Waterfall outside battle.

    Earth Badge
Forces all Pokémon to obey the Trainer.

And here's a note on the source page:
The Soul Badge was originally to be known as the Marsh Badge. This is due to an error in the localization of Pokémon Red and Pokémon Blue. The original intent was for Sabrina's badge to be the "Soul" Badge (relating to mystical/psychic powers) and for Koga's badge to be the "Marsh" Badge (relating to an area where poisonous animals may live).

I believe the one who asked the question knew that, but was wondering how the Boulderbadge increases the attack stat, etc.

In the older pokemon games, they set a cap on the EVs a pokemon could aquire. Obtaining the corresponding badge removed that EV cap and makes the max EVs the normal 255, thus allowing the pokemon's full potential to be realized.

I do not know what the max EV for each stat would be without the badge that removes the cap. However, it's a common misconception that badges grant EVs; please know this is NOT the case. Also, this cap is removed in the 4th generation games (I guess they thought it annoying/unnecessary).
