[Emerald] There's a way to make all wild pokemon have 31 IVs?

    Hello everyone, I'm new to this rom hacking scene and wanna know if there's a way to make an Emerald hack with the following features:

    - All wild, starter, legendary, and traded pokemon you encounter having all IVs 31.

    - Set a specific pool of natures to appear for each pokemon (Example: a Heracross can only appear either with Adamant or Jolly, since the other ones are no use for him).
