Go into your moves.txt file and go to line 398.
If you don't already have it, I recommend getting Notepad++ as it makes editing the PBS files much easier.
The damage category of whatever move is there is set to either physical or special but also has a base power of 0.
Either change the move to be a "status" move, or change the base power.
