EV distribution help

I want to give my Lugia some EV training, but I can't decide what stats to train!

<b>Psycho Boost
Surf
Aeroblast
Earthquake</b>

I'm training this Lugia for DP, so keep in mind that the three first moves are all special. I only have Psycho Boost for the cool factor of it ^^ so I might want to give it Psychic instead.

Also, I want to train a Tyranitar with this moveset:

<b>Earthquake
Rock Slide
Crunch
Dragon Claw</b>

Making it physical. Might change Dragon Claw.


So, please give me a little help with the EV training, and maybe optional movesets :) Thanks in advance.
