3rd Gen EV Question

    What level does EV training start getting effective? I tried 5 different pokemon with a gap of 10 levels between each of them and found out that a pokemon can only feel the effects of a macho brace at Lv30... Furthermore, I gave them drugs and found out that the drugs won't have much effect on my pokemon until they were like Lv40 and above. My Lv7 Mankey just popped 2 points in every stat after I fed it 10 drugs of each stat (10 proteins and 2 pops in attack. Can you believe it?) While my Wailord (Lv73) could still take 2 HP UPs and popped by a total of 4 HP... Plus, my Gardevoir (I'm not sure if I fed it anything before) could only take 8 Calcium and 8 HP UP and a couple of Zincs before it stops responding to the drugs... Can someone shed some light on this matter? I remember that each pokemon has something like 500+ EV points before they stop getting any extra EVs but my Wailord had a total EV of 961 and it could pop 2 points in HP...

    EV training is effective no matter what level the Pokemon is. You may not notice it right away the extra points are spread out as it grows. Lower level Pokemon have more time to grow so the extra points aren't as apparent at first as they would be on a higher level Pokemon.
