EV training question

i know, i know, there are like zillions of topics on ev training, unfortunately they are all labeled "ev train question", and thus it is hard for me to find the info that i so need.

my question is, why are the stats on my lower level pokemon not jumping when i EV them? for instance, i imported a lvl 5 squirtle from my FR pack, and i was ev training around battle tower for speed, where there are lots of fearows and raticates to beat, and my squirtle/wartortle was evolving at first after every battle, and soon thereafter once every two or three battles. i had a macho brace on it, and then i would switch it out for another and KO the wild pokemon. but my quwstion is, why are my wartortle's stats not jumping? he is still only gaining at most 2 in speed, and on more than one occasion he got 0 and 1 when he leveled. why?

the real stats increase is when it gets to lv100 this happend to my yanma i was ev training it in sp attack and it gained 2 or 3 each time

It's simply because the stat gain is evened out during the level up process. If you'd raise that said Squirtle to level 50 with say, Rare Candies or in the Daycare and then started EV training it, you'd see stats rising with 20 or so points depending on how many EVs you can get on it before it level up.
