just to correct you. the maximum evs for a stat 255 and 4 goes it into 63 times, so you you only get +63 as the highest possible number.
 
Definitely. This happened when my Happiny evolved into Chansey...BANG! I was like "woah." Its HP was only going +3 but as soon as it evolved +8 and +10 and stuff.
 
The highest for me was my Garchomp's attack going up +22 I just trained with the Bibarels near Hearthome for like half an hour haha
 
i had a +27 on my regices hp with pokerus and the power item. and ive had just as high, if not higher when training my other pokes
