[Other] Evolve every level?

    Sorry I'm new here and seems didn't find the correct keywords for my question.

    I've watched some youtubers, playing XY for evolve every level, like you have a Celebi in lv.6, but it evolves to Bulbasaur in lv.7
    I searched a lot, but still can't find any Randomizer that can achieve this.

    Would you mind teach me how to make this kind rom?
    Or other keywords for this question? I even doubt if I misunderstood this kind of playing...
     
    hey first of all u have to edit evolutions of all the pokemon u want like bulbasaur at level 1 then give it like charmender at level 2 and give that charmender to evolve at level 3 into another pokemon like that
