Evolving Riolu in Moemon Emerald

    I have recently bought a physical ROM hack of Moemon Emerald and have caught and maxed out my Riolu's friendship but she has yet to evolve. to clarify further what build this version is, it's where Altering cave is open and all 9 Starters are capturable in said cave
