EVs on Sceptile?

I was trying to EV train my Sceptile in speed, and i was keeping fairly good track of what i was doing, and at 152 speed EV's i was going to give it 10 carbos but it said it would have no effect.

Can anyone help me and tell me why this is please?

You have to ALWAYS use Carbos first, cause they won't have any effect if the EVs are higher than 100 not matter HOW you got them.
