How do you mean maximize its stats? The Pokemon games' stat calculation system is rather deep and there are a couple of factors that are beyond the player's control.
From what you're giving me, you want to maximize a Modest charmander's potential. Am I correct in assuming you want it to be a special sweeping Charizard some day? If so, simply focus your EV training on Sp.Atk and Speed.
