Fire Red, How would i go about changing all the roaming dogs to mew.

    I am brand new to this. idk which tools ill need, i have some downloaded.

    Idk the proper way to make it work in the game.

    I want to change the roaming dogs to mew. and i plan on having them available to catch like regular legend encounters.

    What program do i need to use to change this?
