[Other] [Fire Red] Pokemon that arent from kanto cant evolve

Do you have the national pokedex? Because, if I'm not mistaken, you will need to activate it via a script to resolve your problem.
 
It's to prevent getting national pokemon such as crobat, too early.

You just need to use "special 0x16F" - Activate National Dex (FR/LG)
 
No offense to the people who replied, but there's a better way.
Open up a hex editor. Load your Firered rom. Goto 0xCE91A. Change the bytes 97 28 14 DD to 00 00 14 E0. This fixes the evolution problem, and allows you to keep your regional dex. (credits to Jambo51)

you forgot about stone evolutions. VM me, MarvoloTheUmbreon, so I can update this post (since I don't have the offset right now)
