FireRed Help: Lorelei absent, SS Anne Missing

    I seem to be stuck. I beat the gym leaders and headed to Indigo Plateau but a girl is in the way saying I've wasted my time as 'Lorelei is absent'. reading through some walkthroughs I read that I should go to the Sevii Islands for this.

    So On I go to Vermillion to check if the ferry is there. Nope. Only SS Anne's been there and no ship is docked. Now I'm starting to regret having said no to Bill when he invited me to the Islands back then. (Walkthroughs DID say you could say no and come back later).

    Any solution?
     
    If you didn't go to the Sevii Islands before when Bill told you then go to Cinnabar's center and talk to Bill to take you there.
