Tried searching around for answers, but I'm looking to see if its possible to make all Pokemon in the game have the same total amount of IVs. I've seen this discussed as a possibility for Decomp hacks, however my in-progress hack is with binary hacking and not Decomp.
As in, each Pokemon that's generated gets say 60 IVs randomly spread across the 6 stats. I would also like to make sure enemy AI doesn't break this limit. I believe in FireRed trainers set to 'Champion' level AI have 31's in all IVs? Id like to set the IVs for that to be in line with this so enemies don't have Pokemon that the player couldn't legitimately obtain - ideally without having to manually hex edit each encounter (which I know is possible via ASM already).
