Foreign GTS Trades

Everything related to Wireless Trades go here. So I should be in the right space.
Well I've established the fact that after obtaining the National Dex, upon receiving a Foreign Pokemon, you got that Foreign Dex Entry. For Example, the German Magikarp. In Platinum, they say that this function is available to all of them.
So, first question.
Is this function only available after obtaining the National Dex? I have 2 Japanese Chimchar on my USA Version of Platinum but my Pokedex cannot view their JAP Dex Entries.
Second Question.
If I evolve my JAP Chimchar, will I also obtain the JAP Entry for Monferno and Infernape? Will the Pokemon still be "Japanese"?

i know that when you obtain a pokemon (you japanese Chimchar) that when it evolves, the name goes into enligh (or whatever lanuage) you game is. so if i were to evolve a japanese chimchar, it would become an english monferno

So its Japanese Name will turn into "Monferno"? That sucks. Which means Monferno won't have a Japanese Entry right?
EDIT: Yeah I just tried it out. This sucks! I wanted a Japanese Infernape |=\

Good point. Thank you, I shall have an army of Japanese Pokémon since Japan is teh bomb >3 Well, I guess I answered my own question in a way ._. I officially declare, case closed.
